Give owners of a Subject the right to add Candidates to their Subject like they can add Users to their Subject
Thus not first going to a Candidate and add a Centre + Subject to the Candidate, but the start point is the Subject. Same as a Subject owner adds Users to their Subjects, but now he/she adds Candicates.
This is convenient for Teachers who like to create a formative test and like to Schedule this test himself. Then he/she can easily select the candidates instead of using the import candidates button.

Even a better idea is to make it possible to select any Candidate which is associated to the Centre of the Test Form when Scheduling this Test Form.
This way you don't necessarily need to add subjects to each Candidate to make it possible to select them while scheduling a Test Form.
